CALL FOR EXPRESSION OF INTEREST – Expert to prepare the Toolkit

1. Introduction

“Studies and Development Center” (SDC) is a civil society organization established in 2005.

As of 1 February 2026, SDC has launched the implementation of the project: “Promoting Digital Rights and Enhancing Digital Literacy across 5 Municipalities– DREDL”, with a total implementation period of 36 months.

Overall Objective of the project:

To enhance public awareness and strengthen institutional and youth capacities for rights-based digital governance across five municipalities in Albania.

Specific Objectives:

-To increase public understanding and citizen engagement in digital rights through targeted awareness campaigns, educational materials, and digital reporting tools.

-To strengthen the capacities of municipal staff and youth by improving digital literacy and providing tailored training, mentorship, and fellowship opportunities focused on human rights-based digital services.

-To promote transparency and accountability in digital governance through inclusive forums, civil society monitoring, investigative journalism, and the organization of a national multi-stakeholder conference.

2. Background and Scope of the Call

SDC is inviting qualified professionals to express the interest in the following positions:

Expert to prepare the Toolkit.

Selected expert will support the implementation of project activities in line with the objectives described above.

3. Required Qualifications and Experience

Qualifications and Skills

– University degree.

– Good command of English (written and spoken).

General Professional Experience

– Experience working with local authorities and/or CSOs in the digital rights area.

Specific Professional Experience

– At least 2 years of experience in preparing the Toolkit on digital rights.
