Overall Objective

Human rights at the centre of Albania's digital future

To promote and protect human rights, the rule of law, and democratic governance in Albania, while supporting the country's EU integration process through stronger civil society engagement — with a specific priority on supporting human rights defenders and CSOs protecting digital rights and civic space, focusing on online freedom of expression, data protection, cybersecurity and media freedom.

Specific Objectives

Build public understanding and citizen involvement in digital rights through specialised campaigns, educational resources, and digital reporting tools.

Strengthen the capabilities of municipal staff and youth by enhancing digital literacy through customised training, mentorship, and fellowships focusing on human rights–based digital services.

Foster transparency and accountability in digital governance by establishing inclusive forums, CSO monitoring, investigative journalism, and a national multi-stakeholder conference.
